Demands and recommendations to the government

In our continuous efforts to uphold the dignity, rights, and empowerment of the sexual and gender minority community—especially transgender sex workers, female sex workers, and male sex workers—we present the following demands and recommendations to the Federal, Provincial, and Local Governments of Nepal.

These calls are not merely requests—they are essential steps toward building a truly inclusive and just nation for all its citizens:

1. Dedicated Budget Allocation for Inclusive Development

We respectfully urge all levels of government to allocate a separate and sufficient budget specifically aimed at the upliftment and inclusive development of the sexual and gender minority communities. This must include targeted programs for transgender individuals, and male and female sex workers who are often excluded from mainstream development efforts.

2. Social Security Inclusion for Elder Transgender Citizens

The senior citizens of the transgender community continue to live in vulnerable and neglected conditions. We recommend that the trans community be officially recognized within the national Social Security Allowance system, ensuring that elderly transgender individuals receive the dignity, recognition, and financial support they rightfully deserve.

3. State-Backed Programs for Mental Health, Skill Development & Basic Services

To address the root causes of marginalization, the government must implement special state-run programs that focus on:

  • Mental health support and trauma recovery
  • Vocational and life skills training
  • Housing assistance and shelter services
  • Equitable access to health care and education

These programs should be accessible, stigma-free, and designed in consultation with the affected communities.

4. Trans-Inclusive Public Service Centers

We call for all government-run service centers—including schools, hospitals, and administrative offices—to be made trans-friendly. This includes:

  • Gender-inclusive forms and documentation
  • Sensitivity training for staff
  • Accessible grievance redress systems
  • Safe and non-discriminatory environments for all

5. Ensure Community Participation in Policymaking and Parliamentary Committees

Meaningful inclusion begins with representation. We demand that members of the sexual and gender minority communities be actively included in all stages of policy development, especially in parliamentary committees and national commissions that affect our rights, development, and well-being.

6. Establish Legal Protection Mechanisms and Monitoring Committees

To ensure safety and justice, the government must establish specialized legal mechanisms—such as:

  • An independent oversight and grievance redress system
  • Legal aid centers for gender and sexual minorities
  • Monitoring committees to investigate abuse, violence, or discrimination
  • Immediate enforcement of constitutional rights for LGBTIQA+ persons

These recommendations are rooted in the lived experiences of those most affected by violence, exclusion, and institutional neglect. We believe that a compassionate, responsive, and rights-based approach is key to building a more equitable Nepal.
